    Tracy Eberling is a partner with the law firm of Steptoe and Johnson and focuses her practice in the areas of labor and employment law and litigation, with a concentration in the defense of institutions, professionals, insurance compa-nies and governmental entities. Ms. Eberling has tried nu-merous cases in the trial courts of Maryland and West Vir-ginia, and has argued cases in the appellate courts of both states as well as the United States Court of Appeals for the Fourth Circuit. She is a member of the firm's First Party team, the General Litigation group, the Professional Liabil-ity and Long Term Care group and the Education Law team. Tracy holds a BA from West Virginia University and a J.D. from the University of Baltimore.

    Zachary Erwin is with the law firm of Franklin & Pro-kopik, Zachary L. Erwin concentrates his civil litigation practice primarily in the areas of labor and employment, and workers’ compensation defense. Mr. Erwin has experience representing employers and insurers in state court and be-fore state and federal administrative agencies, including: EEOC and FEP agencies, DOL,MOSH/OSHA, the D.C. Office of Workers’ Compensation, and the Maryland Work-ers’ Compensation Commission. Mr. Erwin’s practice also includes defending employers against individual and collec-tive actions raising employment discrimination, employee benefits, and wage and hour claims under Title VII, the Fair Labor Standards Act, and the Americans with Disabilities Act. Mr. Erwin obtained his bachelor’s degree from Denison University in 2003 and earned his Juris Doctorate from the Duquesne University School of Law in 2006.

    Eric Paltell is a partner in the firm of Kollman and Saucier, P.A. Mr. Paltell has practiced law since 1987, concentrating in the representation of management in all aspects of labor and employment law. Mr. Paltell is a Phi Beta Kappa gradu-ate of the University of Virginia, where he received a B.A. (with High Honors) in 1983 and a J.D. in 1987. Each year since 2003, Mr. Paltell has been listed as one of the top labor attorneys in Maryland in Chambers USA publication, "Americas Leading Business Lawyers." In 2014, Best Lawyers in America named Eric the 2014 Management Labor Law "Lawyer of the Year" for Baltimore, and Super Lawyers named him one of Maryland’s Top 100 Lawyers in 2012, again in 2013, and 2014. Eric has obtained an "AV" peer review rating from Lexis-Nexis/Martindale Hubbell and a perfect "10.0" rating from Avvo. Mr. Paltell is on the faculty of National Employment Law Institute and the National Public Employers Labor Relations Association.

    Henry Smith is a partner at Smith & Downey, a national law firm with a practice concentrating in employee benefits and executive compensation. Henry received his undergraduate degree, magna cum laude, from Frostburg State College, where he was an Honors graduate in Political Science and Education, received a Masters degree from the Johns Hopkins University, and received his law degree from the University of Maryland School of Law, where he graduated with Honors and was se-lected to the Order of the Coif. For over 30 years, Henry has advised all types of employers on the full range of employee benefit and executive compensation issues.

    Jill Sebest Welch is Partner in Barley Snyder LLP’s Labor and Employment Practice Group, where she counsels companies across a wide range of industries in all aspects of labor and employment law. Ms. Welch serves as her clients’ Counselor-on-Call, advising companies on employment issues such as employee handbooks, non-compete and restrictive covenants, severance agreements, social networking and drug and alcohol policies, requests for FMLA, ADA and military leave, Fair Labor Standards Act compliance, criminal background checks, and terminations and restructurings. Ms. Welch also represents employers in employment litigation before the EEOC, PHRC, OSHA, administrative tribunals and state and federal courts. Ms. Welch is a graduate of Wittenberg University, and Rutgers University School of Law. She was acknowledged among Pennsylvania’s Super Lawyers® in 2012, 2013 and 2014 and as a Pennsylvania Rising Star ® in 2010.
